I'm going to ask her about the change and maybe tell her nicely that I like the previous "her" better. I guess this way, I wouldn't hurt her feelings and have advised her to refrain from putting that type of look again.
I can't ignore these type of things... I'm her friend and I'm supposed to be a good adviser and caring, so I have to tell her about it without hurting her feelings of course. It's better if she'll change right away than have other people mock her, that will somehow hurt me too.

If it's just that one time, I don't say anything. The thing about makeup is that (barring drastic things like tattooing makeup or the like) it's temporary. When she takes a shower, it'll all be gone.
If it's an ongoing thing, though, I might say something if I have an opportunity to. I wouldn't do it right out, though; even if that's the best thing for her, I'm not really blunt enough for it to work. Honestly, I don't know what I'd do. I wouldn't do something like suggest a new kind of eyeshadow -- I always feel like that's obvious. Maybe if she asks I'd tell her to ease up on it a bit.

I might make some neutral comment, like "I see you're trying out a new look." I'd hope she'd explain why she is made up so garishly, and not ask my opinion! But if she did, it would give me an opening to let her know I didn't care for it. But it's her face and she's allowed to put whatever she wants on it, I guess. I wouldn't be too hard on her.
