Well black Friday is for the birds but here is how I would handle it. Shoplifting is wrong in any form and I am as guilty as she is if I do not report it. I do not like to rat out friends so I would simply make an excuse and leave her standing there to face the music on her own.
When I caught my daughter who was 8 at the time shoplifting, i handled it and she learned her lesson. I noticed jewelry in her pocket from Kmart. I knew the manager was a friend of my older sister, so I simply called her and ask her to scare my daughter. My daughter returned the stuff, after the manager took her in the room and showed her the cameras.

I would go outside and ask my friend about it. If she refused to take it back and pay for it, or put it back, I would tell someone.. It is not right for anyone to steal unless it is for a life or death situation, thus invoking the defense of necessity (i.e Hurricane katrina and people who stole only food).

No, I wouldn't turn my friend in, but I would definitely confront her with what I knew. She could have a compulsive stealing problem, and getting arrested might force her to get the help she needs, but as her friend I'd rather find a way to help her that wouldn't give her a police record!
I'd encourage my friend to go back in (I'd go with her for moral support) and tell a clerk what she had done and offer to pay for the item. If she refused to do that, I guess I'd tell her I couldn't go shopping with her anymore because if she got caught I would be suspect, too.
Then I'd also wonder if we could even remain friends because I don't think I'd be able to trust her not to steal from me, too.
