Honestly, I'd tell my friend that I found out about their surprise party, because I wouldn't want to hurt anybody's feelings by not showing up! Besides, if I find out, the surprise party won't be as good.
After I do that, I'd try to reschedule a (less secret) party with my friend and the people he or she invited. Hopefully they'll all be able to make it, but if not, that's OK too.

I would likely do both. Simply politely excuse myself from the party early and go out with my spouse. Most people expect couples to have "special" gifts for one another that they need alone time for on their birthdays anyway. I doubt anyone would take offense to you cutting out early after making an appearance.

I would talk with your friend. Let them know that you found out about the surprise birthday party. Also, let them know you would appreciate it if they would cancel it. Tell them that you are looking forward to celebrating it alone with your husband this year. Thank them for their effort and for thinking about you. Tell them, not having the party would be the present you really want.
Good luck.

I have a "no surprises" policy and all of the people I'm close to know about it. I would likely go to them, explain that it's not going to work, and politely tell them that they really should have asked me first. I just hope I could intervene before money was spent.

Chances are your spouse knows about the surprise birthday party. Talk to him about it and try to work it out so that you're happy.
The best solution is to get the best of both worlds. Go to the party and plan another night with your spouse. You get two birthday wishes that way!
