Depends, he may be going there to help someone. I wouldn.t jump to a conclusion to fast. He could be doing the Lord's work. I would bring it up, casually, the next time i would see him.

Bring it to his attention only. I believe he might have a reason for being there. I think it would be worse to start some talk about him before giving him a chance to explain.

No. Everyone has sexual needs, even if they're ignorant enough to say they don't. At least he has found a healthy outlet instead of taking to children like some priests.
