I'm not exactly sure how the logistics of this would work. If you're doing Secret Santa, you shouldn't know who has your name. And if you find out they went over the price limit, wouldn't that be when the gifts are already bought or exchanged, and it's too late?
But let's assume that this is actually what happened. I wouldn't go over the price limit. Unless the price tag is actually, physically on the item -- and even then you can't know for sure -- you can't know for sure what he or she spent. Maybe there was a sale. Maybe it was used/pre-owned. Maybe it came from eBay or a discount store. Maybe coupons were involved. It's just not possible to know, so you shouldn't feel pressured to overspend yourself based on speculation.

No, that's their choice, or mistake. The limit is there and that was probably set as a good figure to ask people to pay - why go over it.
I actually can't think of a reason TO go over the limit even if I knew for certain the other person did...and with your question its only a maybe they went over limit.....

Price limits are set for a reason. You should not feel oblidged to go over a price limit. Sometimes people are able to find things a deep discounts and get more expensive gifts for well below normal prices and if you are lucky enough to find those by all means get the most bang for your buck. You never know if your lucky, the person buying for you will get you something within the price limit but worth more.
