If I read your intent though, the core of the issue is why would one poison be acceptable, but the other not.

Smoking employs a large number of people and produces a large amount of money and addicts, so for years it was difficult to pass anti-smoking legislation, however smoking bans are becoming more commonplace as fewer and fewer people pick up the habit.

Smoking is much less hazardous than mustard gas, that is the main reason.

Mustard gas is a substance that has actually been used in wars, to my knowledge cigarettes have.

The analogy is difficult as you have compared a majorly noxious gas (mustard gas) with a less noxious gas (tobacco) in the short-term but harmful in the long-term.

Ultimately I think laws may be passed to ban cigarette smoking in apartments, I could easily see this happening within the next 20 years.
