A number of years ago I was being interviewed for a manager position with a fast food restaurant and was being asked a series of questions. One of the questions they asked I'll never forget, "If you come to work and find that one of your best employees was in his car doing drugs would you fire him?" My answer was lame by saying that I would ask him to leave and that what he does away from the job is none of my business. I also stated that I would call the police if I ever caught him again.
That question was followed by another similar one, " If an employee you thought a lot of was caught stealing pens from the store what would you do?" Boy did I ever tiptoe around that. I did everything wrong in answering that questions.
The reason I'm sharing that is because the simple answer is yes you should report him. Petty theft leads the greater crime and wrong is wrong no matter how small it is. Its a hard fact that if a person from this country or any other country commits a crime there should be some kind of punishment. Sadly if it results in that person being departed then they should have considered that fact before committing that crime, petty or not.

Luke 6:27-30 ( Bible translation, The Message)
27-30"To you who are ready for the truth, I say this: Love your enemies. Let them bring out the best in you, not the worst. When someone gives you a hard time, respond with the energies of prayer for that person. If someone slaps you in the face, stand there and take it.
If someone grabs your shirt, giftwrap your best coat and make a present of it. If someone takes unfair advantage of you, use the occasion to practice the servant life. No more tit-for-tat stuff. Live generously.
Now as I sit her listening to Eminem I see both sides. First I'd like to say good luck with what ever you do. I Personally wouldn't care, it goes along the lines "Thats all you had to pay to get them out of your life" motto. I know that crimes don't expand for the sole reason that you already did it once. Situation is a more important factor.
  "
;So if you really want to change take him a present similar to what he already stole and see if it happens again.

To be honest, what do you want to have happen? You have to admit it - you're in control here. Perhaps it would be easier to answer this question if it had a little more detail, but would you like to see this person deported? Have they done other things to you? I don't think I would ever report someone for this, but it all depends on the context I guess.

There's absolutely no question in my mind that you should LET IT GO.
You never know what's going on in someone's life that makes them steal, even if it is such a small amount of money.
Please consider the man's children and think about how unimportant thoe few dollars are in the grand scheme of things.

I would let it go. If it bothers you, and you would like to minimize the chances of it happening again, you could bring it up to the person, stating that you saw them steal something, and request that they not do it again. As in the previous answer, in the grand scheme of things, what is $10? I mean, look at all the looting going on behind closed doors in our government. What about the TARP bailout package? Do you think all those bankers should be getting bonuses for taking down our economy? What about all the money spent on war? Don't you think we could figure out a better way to reconcile our differences so that no one would have to steal just to stay alive? And what about the children? What is going to happen to them. I would not be able to sleep at night if I were responsible for such an event.
