What would you tell a person who is driving a car with her preschooler in the front seat without a proper child restraint system?
If you had a chance to state your feelings to a person you observed driving a car with a young child sitting in front next to the parent and no car seat was in place, what would your message be?

There is no excuse for that. There are places that give away free car seats and booster seats, and if you somehow can't get one, it is your obligation to take the bus. I would also call 911 and give them the description of the car and its location so that she could be pulled over. That child's life is in danger. In most states, it is illegal to put a child that young in the front seat, car seat or no car seat, because the safest place for them is in the back (there is usually an exception for trucks and two-seater cars).
If this was someone I knew (PTA mom or something) I would also make an anonymous call to Child Protective Services. They would talk to her, connect her to some place that could get her a car seat, and explain the seriousness of her behavior.
I think we need to get over the attitude that other people's children are their own, private business. Kids are everyone's business.

I would tell her that I understand being in a rush, but the child is in danger and if she didn't have a car seat or a booster seat, then I would go to a shop and help her get one. I would then ask her speak with a fireman. They always see what happens to children without seatbelt and in the front seat.
I would try to be more gentle than I felt, because I would be very upset. I usually call the non emergency number to the police and they will be happy to pull her over and tell her.

First, I would let them know that they may want to get their carseat right away because there is a law in our state that is very heavily enforced. If they acted like it was non issue, I would let them know that I once saw a child come into an ER with spleen rupture due to not being in a car booster seat. She died. Her mother was charged with child endangerment. Though her mom was a very careful driver, the drunk who plowed into them wasn't. She was a friend of mine and she's never been the same. No one would be.
