Yes you should... but you really need to catch them in the act of doing it. It may mean a couple of early mornings but its the only way. Don't make an accusation, just explain that "they seem to have taken your newspaper". The second time you can say the same thing again, in the unlikely event of a third occasion tell them that its your paper and if they want to read it they have to wait until you've finished with it!

You definitely have to confront them. It's your newspaper weather it be free or paid. I would totally get in the neighbor's face about it, especially if you can prove that he or she is taking it.

I just ask them politely if they would want to borrow my newspaper, I won't mind if they want to read it first.
a newspaper should 'nt be a cause for any misunderstanding with my neighbor, and if they wont admit that they have my newspaper. I consider it lost and just get another paper.
so simply is that.

That is money taken out of your hands. Next week print up a "bill". get up early and attach it to the paper. Maybe it could say, "Use of this paper requires a $2 usage fee". I think even your theif of a neighbor would get the hint.
