I'd probably keep the traffic blocked for the very short time it took the man to reach my car and get safely off the street. If I took off because all those impatient people were honking, the poor soul would probably get run over! Folks are generally in too much of a hurry; life's too short to rush through it!

If I am truly convinced that I want to give this man money, but I am blocking traffic, I will drive around the block. Five minutes, one way or the other, won't make much difference to this man, but maintaining safe traffic conditions matters in the immediate sense to everyone with whom I share the road. So I take a few extra minutes, drive around the block, probably stopping somewhere so as to have my donation ready, and I make my donation when it is safe for me, for the recipient, and for other drivers.
I rarely give money to people in the street, but one woman, in a sari, was begging for money to keep her utilities on and feed her kids. I was in the middle of traffic, the light turned green, and I had to go. I went around the block. She was on the perimeter of a gas station. I pulled into the station, made a purchase in the station's convenience store, gathered together my donation, walked out and gave it to her. In that way, I did not endanger myself, my fellow drivers, or the recipient.

Do you mean that he's rushing to you, or rushing you? If you still haven't rolled your window down or said anything to him, drive off. You're not obligated to give him money, but you are obligated to not block other drivers' right of way.
If he is talking to you and rushing you, I actually still think that driving off is the best solution. I'd probably apologize as I hit the gas pedal if it makes any difference. Yes, you can go around the block and find him again if you really want to give him money, but I'm also opposed to people asking for money in traffic. It's not the time or the place, and it's not safe either.

I'd wait there for him to catch up and give him the money. The way you describe the situation, it sounds like I've already made the decision to give him cash, and he's already gotten up and moved. For me to drive off after he's taken the time to move would make me a colossal jerk. The other cars can -- and probably will -- merge into the other lane. Sure, they'd be upset, but not as upset as the man you suddenly ditch.

Your first mistake is giving someone money at a traffic light. That's a great way to get carjacked, cause an accident, or something worse.
Don't hold up traffic. Drive through the intersection as normal. By encouraging a person to stand in traffic waiting for you, you're running the risk that he will get hit by a car.
Everything about this situation is dangerous. If you really want to help the homeless, consider making a donation and/or volunteering at a local shelter or soup kitchen.
