Look behind you first, maybe its not walking towards you, but towards its mother. You MUST find out where the mom is - being between her and her cub puts you at risk.

If you cannot see the mom, back away from the cub, if you run it might see this as an invitation to play or chase you. You can throw something in its direction to divert its attention.

The cub isnt the danger, the mom is, but staying anywhere near the cub, even to take a picture, puts you at risk.

Depends on the species of bear.

Brown bear or Grizzly bear - play dead. They will attack until they think the threat is neutralized.

North American Black Bear - run away, they are very non-confrontational and will very rarely pursue.

This, of course, is assuming the mother is around somewhere. If she's not, pick up the cub, throw it in you car, and train it to be your best friend the bear. No one will ever break into your house and they can keep your bed warm all winter.

With modesty, tact, and a degree of panic.
