In my experience, it usually means there's something wrong with the person. I do believe in love at first sight and blah blah blah, but in those cases people still don't declare their love on the 2nd date.
Unfortunately, if a person believes they are in love on the 2nd date, it usually results in some kind of clinginess and neediness in the near future. Whatever you do, if you do not love them, do not feel obligated to say you do too. That only creates further problems because then they think that it must truly be real...

A guy said it to me on the first date. I ran. Another said it to me on the second. I responded he doesn't love me, he loves his image of me. This type of guy is dangerous, because he either has an attachment disorder and tells that to every woman, or he doesn't know the meaning of the word or he's just a narcissist who will soon tell you how much he hates you.

Yeah, that just REEKS of despairation!!! And creepyness...
How would I react? Pretty much the words "WHOA!! Hang on!" come immediately to mind, but in an effort to spare her feelings, I'd probably simply say "Oh! Thank you!"
By not saying it back, HOPEFULLY the message that "I don't love you" will be delivered.

Some seriously disturbing answer so far! Are women that scared of commitment? Are these same women who have dreamed of the perfect wedding and their knight in shining armor since the age of 9? Women who demand a sensitive man? A man who is honest and in touch with their feelings?

I would run, very swiftly in the opposite direction. If someone really loves you, they will generally wait until they feel that you are comfortable enough to hear those words instead of saying them when they feel like saying them. Love is about give and take, not take and take. Every situation is different, however, and this person may be genuinely sincere. If I was in your situation and thought that was the case, I would begin by getting away from the situation for a while and collecting my thoughts. Once I calmed down, organized my thoughts, and was ready to face them again, I would try to calmly explain that I thought things were moving too quickly and needed some space. If they couldn't respect that, I would move on with my life.
