If you are dating someone at work and you're both up for the same promotion, how can you stay nice to each other while winning at costs?

You can't win at all costs and be nice at the same time. Winning at all costs implies that you would be willing to slander the other person or lie to your boss in order to get the promotion, and that certainly won't help your relationship.
If the person you're dating is more important to you than the promotion is, you should agree that you will both continue to simply do your jobs and see who ends up with the promotion. If you treat it as a stroke of luck (no matter who ends up with it) then you can celebrate together without being bitter about the other person stealing it from you.
If the promotion is more important than preserving a good relationship, you may want to reconsider how seriously you want to date this person. If I were you I would rather let my girlfriend have the promotion than become enemies over it.
