Probably not. Just look at Prohibition. People were pretty much forced either to brew their own or to buy it off people who did so, and people didn't stop drinking -- to say the least. Or look at prisons. Inmates make "prison wine" all the time. It might taste nasty, but it gets the job done for them.
Basically, if people want to drink, they'll find a way. And if someone's an alcoholic, this unfortunately only makes this even more true. Brewing one's own would be just a minor inconvenience.

No, I don't. I have known men who brewed their own alcohol in prison out of urine and leftover fruit.
They did so because they would rather drink something that revolting than go without their booze. If they could and did and went to the trouble to drink that, then no, I don't think much would stop a drunk from getting the fix.

I think it would actually raise it. People with a lower chance of addiction would probably stop drinking entirely, while those who are potential risks would be forced to become much more committed to their alcohol (since they'd have to find the time to make it). That's my theory, anyway. Prohibition seemed to produce a lot of alcoholics.

I think it would lower it by killing people with bathtub gin as it did years ago. I don't think you can compare this to the time of Prohibition as the standards of law has changed. But if it was only this Countries law then the booze would flow in from Canada once again. People will always find their drug of choice and if they don't they go to their second this is the problem with addiction.
