Go to Cuba. If you go to Mexico 80% of the cigars labeled as Cuban are in fact not. Canada is a lot more honest (what am I saying, Mexico has never met the truth) but depends on where you go. Little dungy shops close to the border sell to the lazy dumb Americans. Up scale shops in Canada are good places to go.
Take the labels off and carry them across the border. If caught with a box they will take them away. Got a truck load you're going to the pokey.
For the most part not worth the trouble. You can get much better quality with cuban seed cigar makers. One reason is over sight. Cuba is poor, dirty and without any oversight, you don't know what they are putting in those cigars. Besides you'll save a lot of money, if they say it's from Cuba you can bet the cost is exaggerated.
