You don't need to be upset about it. The person who received it may not need that. Also, they want to give it to some one.
Blame it on the economy and move on.

I'd regift it again. Honestly, I feel like work gift exchanges aren't meant to produce stunning, heartfelt gifts. It's just the nature of the thing. With the already-ambiguous nature of coworker relationships, combined with all sorts of politics, safe is usually better.
