I think it has a basis. DST is indeed the time when we don't have to turn our lights on a bit early.
Have you noticed the color of the sky at 6PM on DST and standard time?
By 6PM, on DST, the sky is still bright though and slowly it shifts to being dark by 7PM. But during standard time, by 6PM, the sky is already dark as if it's already 7PM on DST.
I'm a keen observer of this because I always gaze at the sky when I walk. In our country, once the sky is getting darker a lot faster, it's a sign that Christmas is coming near! This is the reason why I think DST isn't just perceived. :)
