If it seems there are no hard feelings between the two, I would leave it alone. However if they are no longer friendly and had been in the past, I would try to play peacemaker.

It depends on what you think of the situation. If it bothers you, talk to them about it. If it does not and don't care that they might do it again, which they probably will if nothing is said, let it go.

If nobody got pregnant, and if there was no transmission of an STD, and if it was mutually concentual, then I would *totally* leave it alone.

Casual relations between cousins is one of the archetypes of early sexual exploration, with a long tradition.

Why would it even be your concern? It's between them, unless you were planning something and they got to it first, your opinion and input is just meddling. Unless there's something you're not saying (but I'm guessing this is a hypothetical question).
