The Golden Rule applies here: Treat others the way you want to be treated.
What if you had a party and all your guests just sat and Twittered? It would be boring! The whole point of a party is to interact with the other people who are there. You wouldn't want your guests to treat you this way, so don't treat the host of any party this way.

I think it's very rude to use Twitter (as well as cellphones in any form, unless it's an emergency) at the dining table and parties. Enjoy the company you have in person, instead of texting/talking to people that aren't in the room with you. Your online life wont go anywhere if you don't look into for a few hours.

Yes, it is in poor taste to text or Twitter at the dinner table if that's where you have your family meals. As far as we've come in technology, there are some times when using technology is inappropriate. While you're entertaining, visiting someone's home for dinner or spending time with your family (especially at the dinner table).
Texting or Twittering at certain times sends the wrong message to the people you're around. It may be a quick simple status update that shouldn't take more than 3 seconds to post, but if your host saw you focused on your phone typing away - even for just a second - rather than mingling, they might get the impression that you're bored and not at all interested in the party they worked so hard to organize and are therefore ungrateful. If you're at the table for dinner, it's just rude to be on your phone rather than eating and listening to or joining in on the conversation. You're at the table so that you can connect with the people at the table and spend some quality time with them.

I think is i rude to twitter at the dinner table unless you are by yourself. If you are at a party, go for it unless you are involved in a group telling a story or an individual tying to maintain a conversation with you. If you are twittering though, it might prevent that good looking person across the room from approaching you. They will think you are too busy and not interested in where you are at in the moment.
