Yes, yes, yes. He carries disease on his hands, as we all do, but he is creating open sores for direct transmission. E. coli, staph and MRSA are just a few off the top of my head that he could easily be carrying and can be very serious diseases. He is also putting himself at risk, but I am more worried about the patients.

First off, OUCH. That is insane these days. Second, I might approach HIM first. Folks have weird reasons for doing what they do, and you'll never know his until you ask. There is no need to mess his entire life up over something that may just be an oversight because things are on his mind. Always deal with the source first; outside authorities are the second level. :)
