It really depends on the job itself and who you are dealing with in your line of work. Some jobs may require it and other do not.

Every job has requirements. If being bilingual is necessary to the successful performance of your duties, then yes. I can't imagine a company requiring that if it was not necessary. In Miami, FL, for example, it's a requirement in many jobs to be bilingual in English and Spanish. In some provinces in Canada, it's necessary to speak English and French. You have to be able to communicate with your customers / clients, and if learning their language is part of that, then of course your employer has the right to require it. You always have the right to either leave the job or not take it if you don't want to comply.
