What punishments seem fair to be given to companies/individuals who pollute rivers with chemicals and other waste?

How seriously do you take river pollution?
Pouring chemicals into a river either innocently or deliberately is a problem.
Isn't tipping of rubbish just as much of a problem (old tires, sofas, cars, furniture, etc)

I live in a town with a polluted river. There is garbage in the river and it is disgusting. I wouldn't want to eat fish out of this river. I remember a few years ago a pig farmer dumped manure in the river and it ran into the lake and drinking tap water was off limits for a few days. A few people drank the water and got sick before a warning of contaminated water was issued. It could have been me who drank that contaminated water so I am strongly against this sort of river pollution.

In the case of the pig farmer in my community, I am not sure what happened to him but I think it would have been fair if he was prosecuted in a court of law since he could have killed people. I think it is up to the courts to decide exactly what punishment this man should be given.

As for other people who pollute the river with chemicals and other waste, I think they should be fined if caught polluting the river since this can harm animals and the pollution runs into the lake and it is the water that we all use out of the tap.

I am especially disgusted by those who pollute fresh water rivers since there is a shortage of fresh water in the world.

Illegally dumping waste in public places is also a serious problem. Such waste can attract mice, rodents, ticks, flies and mosquitoes and in many cases these transmit diseases to human beings. I think a fair punishment related to illegally dumping waste would be a fine.

I personally do not think a fine is enough. My punishment would be thus:

1) The company should be required to cover all costs to clean up the pollution.
2) They should pay a fine equal to the greater of double the amount above or 10% the companies yearly profit. That should make investors sit up and take notice!
3) I believe that criminal punishment of those involved should also be part of the solution. The policy makers need to be fined as well and should be put on a special white collar crime probation to keep an eye out for other illegal activities.

Many companies have such deep pockets that fines are not enough to stop them, this is why I suggest such harsh measures.
