I presume you're not talking about your personal bed-room spaces, in which case it's your right to ask anyone to leave any time for any reason.
If you're talking about the shared common space, then it's when you have a justifiable need to be alone and it's not you who can move.

In the most simple terms, you don't. Not from a "common area" (in other words, private bedrooms aside). Both/all roommates have equal access to all common areas at all times.
You may ask *favors* of your roommate(s) at any time, but technically they don't have to do anything and you won't have the right to demand.
Remember, to all the roommates out there, that having a roommate means you have to master compromise, patience, and respect.
