I would gather up everything she gave me and put it right down on her desk.

It's not even necessary to make a bunch of comments since she will realize that you caught her in a lie.

I wouldn't tell the boss the first time it happened, but if it happens again to you or to anyone else, I would say, "Do you really want me to tell the boss that you are doing this? If you are doing it to various people, don't you realize that I should report this?"

The person then has the choice to stop such behavior, or you have every right and obligation to report her.

I'd give her the benefit of the doubt. I'm nice like that. Maybe she's taking a two-minute break to relieve herself of the stress she's clearly in, if she's delegating paperwork to other people. Even the busiest people have to take some time out of their day to refocus and relax before diving back into the mayhem. But if she keeps doing it, then yeah - I'll go to our boss and see to it that she gets her lazy butt in gear.

At this point i'd probably ask her to get started on some of the work.. its possible that you caught her in the 5 minutes of her day when she wasn't completely focused on the work, so you should give her the benefit of the doubt.
Of course if she didn't get back to work then I'd give her the pile of work back and let her continue with it. Seeing as nobody's boss was involved in the first place there isn't any reason to report her now..

I would bring in the work and sit at her desk with her work and go over it piece by piece asking her questions on how to do it.
Before I left I would mention that this was much harder than her doing her own work and if I was asked to participate on this level again I would have to bring in her boss to help us.
