Dogs think differently than humans on a fundamental level, they don't so much "learn" something in the sense that a human does but rather over time are habituated so that certain stimuli are associated with certain actions on their part.

Rewarding a dog whenever it responds to "SIT" habituates the dog to positive things happening when it sits when you command it to. Likewise swatting it on the butt lightly with a rolled up newspaper and giving a short sharp shout will have it associating that with trying to pee inside.

The problem is that sometimes it can take a lot of proper disciplining of the animal to get it to stop the undesirable behavior. In your case probably the quickest method would be to wait until right when the dog starts barking and only as it's actually barking (because otherwise it won't make the connection) to use whatever seems to work best with your dog be it a light swat, spritz of water from a hairsprayer, or just plain yelling "NO!" at it.

If all goes well and there's no underlying reason for the dog to have issue with that person causing the barking then eventually the dog should learn to keep quiet.
