Usually it is the two oldest attendees. Or of highest social status.

Assuming the table to be rectangle: two individuals can enjoy the two ends. If only two are eating they may, or may not, eat at opposite ends (distant).

Often a valued guest would have one chair and the host having the other 'end' chair.
