Just saw my friend's boyfriend hugging very affectionately with another girl. What should I do?

Be glad he's not your boyfriend?
The ability to read the intentions of someone else's heart will never be perfected. We're none of us mind-readers.
Perhaps pointing out to the boy that you did see them and you hope he doesn't expect you to NOT mention it to your friend may be enough to encourage them to do the right thing or at least reveal more about their intentions with the other girl.
A clear conscience never gets angry when confronted. :)

I wouldn't say anything yet. Make sure that you are not over-exaggerating and that something is actually going on. If you say something and nothing is going on you could just make it harder for you friends and she might not trust you anymore.
