My neighbor leaves her dogs in the yard and the bark all day. How should I approach her to talk about it?

To make your complain valid first inquire at the city government if there is an rules or law about being disturbs by neighbors barking dog. if there is then you can just make your complain to the proper authorities. but if there is non then you can approach the dogs owner and tell them about the problem the barking dogs are causing you.

I'm looking for suggestions on how to talk to her about it, as I haven't approached her yet, and would rather talk to her than go to the authorities.

Either way, you should probably approach the owner of the dogs first. The last thing you want is a feud with the neighbors.

Have you talked to your neighbor about this problem?

If you have talked to your neighbor about this problem and they're not doing anything about it, is your neighbor breaking any noise laws? Most towns and cities have restricts on noise between certain hours. After talking with your neighbor a couple of times, it may not be a bad idea to file a report.

Have you seen these? If you were to stick one of these on a pole above your fence, it might help. Basically, it's an automatic dog whistle. Whenever the dog barks, the (inaudible to humans) sound is emitted.
