If this has been a long term type of behavior then your partner is not emotionally vested in your family or your future. There may not be any salvaging. You could try explaining the situation calmly and do not use "you" words as in "you always do this..." or "you never do that..." You statements get people very defensive. You can try to use "I" words. "I would appreciated it.." or "it would help me alot if we were able to spend more time as a family together." Perhaps getting the other person's family involved might help. If none of that works then, it might be time to sever ties and move on so you can be happy. It's not good for anyone to live in stressful homes, especially with children present.
If this behavior is more recent, then something happened that you may not be aware of - trouble at work, feelings of doubt and insecurity, etc. Again, communication is key and you may need help with that. Try to find out the root of the problem and fix it before moving on but keep in mind that might be the only option.
