Is Michigan's proposed 3% income tax increase on the gross (not personal) income of ONLY physicians good or crazy?

Lawmakers say they will fund a failing medicaid program with the additional revenue.
Does this sound crazy to you, or is it just an example of taxing the rich to provide fair service for the poor, a little social and economic justice for all. Physicians are talking about leaving the state. Will other states follow suit, or is Michigan way off base?

This tax will increase Medicaid funding to doctors by 76% and reduce cuts to hospitals, nursing homes and other providers so this will allow doctors to be heroes in this deal. The president of the American College of Emergency Physicians has called this tax a break even for doctors since the rates of Medicaid payments they will receive are so large and they will also have an incentive to take on Medicaid patients.

Doctors would be taxed because there is a dire need to help Medicaid patients and it is assumed that doctors would be especially understanding of this issue. Doctors deserve every dollar they earn but we as a society really need there help.
