It depends on the boarding school, the child, the home environment, and the other options available.
I'm sure there are some boarding schools that would foster development, and some that would impede, just by nature of how they do things at each.
Then there are some that would foster some children, but impede others.
There are some children who would do pretty well no matter where they were, and some that would do poorly, no matter where they were.
I guess the bottom line is to know your children, assess the options, and make a decision.
It's really important to know that you can bring them home whenever you decide that it's not working.
I liked this video of a boarding school:

I have never had the option to send my children to a boarding school, I most likely would not do so anyways. I have three kids, two of which remain in public school, I have did some home schooling with the oldest.
I do believe that a child needs the loving, supportive home to foster their development and that is something I could not provide if they were away in boarding school. I also realize the the public school system where my children attend is small enough to help them with their education in uncrowded classrooms and yet very safely tucked away in a small town. I also love the fact that in an emergency they are two blocks away from my house, I would not have the ability to get them quickly if they were in a boarding school.
