From the moment they are able to form a sentence is the time they should be able to choose how their "domain" is going to look.
I think the best way to go about it is to present them with different themes and let the child pick which one is best for them. Even if you are not particularly fond of their choice, remember who's room it is.
Making such a choice would allow the child to feel important and proud that they took part in such an important decision.

I let my boys have a say in their room decor as soon as they started mentioning things they would like in their room. My oldest was 4 when the youngest came along and he started telling me how he wanted to change his room so everyone would know he was the "big boy". So we did his room in crayola colors with a chalkboard wall. When the little one got up to that age he was obsessed with farm toys, so his room was set up with John Deere accessories. As they have aged each of them have changed the theme of their rooms a few times, now at 12 and 16 they don't really have any theme, just a mishmash of all their favorite things. One has a huge stop sign that his friends all draw on and autograph when they come over, and the other has a mounted deer head. Different personalities, different styles, and different ages- all kids are unique and should be able to put their personal stamp on their room when they get to the age that they want to make it their own.

My oldest son is now 11 years old and when we moved into our new house 3 months ago, we let him choose his own paint colors for the walls in this room, the color furniture he preferred, as well as any wall art and deco. He was able to help us outline and paint the walls, set up his shelves, and decorate the walls and shelves with photo frames, posters, mirrors, and other display items. He helped create his own personal space and now has the responsibility to maintain his room by dusting surfaces, vacuuming, and making the bed. He actually enjoys keeping his room tidy now, and I think that the reason why is because he has taken an active part in building up his own room the way he liked it.

Our daughter is five years old, but we let her have input into the decoration of her room when she was four.
Overall, she did a great job. We picked the furniture, but she got to choose the color of her walls (we painted them). She got to pick our her blanket and comforter for her bed. She also had input on the valance, lamp, and a couple of decorative pieces around the room.
As parents, we gave her some options, and then let her pick between them. This gave her the freedom to choose what she wanted, but it wasn't overwhelming to her (and she couldn't choose anything really crazy!).
