If the level of inappropriateness in the costumes is confined to bad taste or some other minor difference in opinion to your point of view, then I may be inclined to let my kids go trick or treating.
If the cause of the discomfort you feel with the other costumes is more profound, perhaps it is culturally or racially insensitive, or extremely provocative in style, then you are within your right, and I would say it would be your responsibility to forbid your kids from going trick or treating with that group.
Don't make sound like a punishment, after all, it's not your child's fault, offer an alternative and equally fun way to spend Halloween,.

Sure.
There are lots of things I find inappropriate, the fact is I will never be able to remove all these things from the planet, nor is it my place to say something to the other kids about their costumes as I am not their mother. I may mention why I felt the costume was inappropriate to me to my child personally so that, that idea is floating about in his head but I have no intent of trying to keep my son sheltered from all the inappropriate things in life lest he be locked in a room alone forever.

I agree with that, not to mention the huge amount of inappropriate things you had no idea even existed that the kid already knows about!

I'd let the child go with the group. I see things everyday that I don't think are appropriate, but trying to shelter your child from these things is not going to help at all. I agree with the above post to express your personal opinion of the inappropriate costumes and ask that your child respect your opinion and your personal view.
However, if your opinion is going to affect your child in a way that it would make him/her uncomfortable around their group, consider keeping your opinion to yourself. It's just one evening and if you are trusting your child will be safe with this group what they are wearing shouldn't influence your level of trust. Gauge the situation carefully, have a conversation about safety with the whole group before they head out and make sure they are fully capable of taking care of each other and agree to keep an eye on each other as well.

I would let my child go. My children know that just because other kids act or dress a certain way does not mean they can do it. They also know I spy on them, so if they are caught sneaking around then they will be in big trouble.
The only reason I may choose NOT to let my child go would be because of the dangers of predators. However, I believe a predator will go after a child if they want them no matter what they are wearing. So trick or treating should be done in the company of an adult, no matter what the child's age or dress!

It all depend that if my children is comfortable between those costumes then I would definitely let them go. I will keep an eye on them without letting them know cause that's the best mother do for their children.
