In some cases, sure!
First of all, it depends on the type of dog, and the weather. Dressing a dog in clothing when they're overheated, or when it is warm outside is cruel. Completely unacceptable and unforgivable.
But assuming it's weather-appropriate, some toy dogs can really enjoy clothing. Yes I said it! The dogs can enjoy it.
Mostly, I'm thinking of pugs. Small dogs with big personalities who like to feel bigger and brave than all the other dogs. I've seen pugs who get wild and lively when the t-shirt goes on. They go nuts! Running and playing, and having a ball! It makes them feel bigger than they really are!
Also, I'd like to point out that clothes can actually be beneficial to dogs. Some friends of ours have a small black pug who has a skin condition--terrible allergies that make their skin extra sensitive. At first they put t-shirts on him all the time to hide some of the skin's gnarly appearance from visitors, but soon their vet let them know that the t-shirt was acting as a kind of "protective band-aid" allowing the skin to stay covered and heal. It's done him a world of good!
So yes, there are cases where dogs in clothing can be a good thing!

Dogs don't need clothing, that's why they have fur. The exception would be taking a dog to an environment it otherwise would not be in. Example... taking a Mexican hairless dog to Alaska. The dog did not evolve in the climate and so is not fit for it. Clothing would be acceptable to keep it warm.
People who dress their dogs simply to make them "cute" drive me nuts.

No I don't think dogs should wear clothes. I tend to feel sorry for animals that are dressed up and made to pretend like they are human. If that's what a person wants, they should probably adopt or have a child.
As the previous poster stated, dogs have fur and are naturally protected from the elements. They do not "need" clothing nor do I think they want to wear clothing. That is something that humans have decided their pets need.
I really don't like the pet shoes and booties either. Just seems so....unnatural and weird to me.

My dog ( a 15 pound Shih Tzu) would freeze to death in the winter if he did not have at least a doggie jacket. I have several little coats and jackets for him just to keep him warm as he loves to go outside in the winter. The vet even had some recommendations for the climate we live in. (New England)
So yes of course dogs should wear clothes.
