Hmm... I think they really are. Women are women. What I mean is women are naturally gentle to be hitting the road. Most of the motorists are male and they are more "aggressive" when driving. A male knew what another male is thinking. We can apply this on the road.
If we look in the physical aspect, a male is really more physically suited to more complex locomotion than a female. Based from what I have read on the news, "The report said that male cyclists are generally quicker getting away from a red light - or, indeed, jump red lights - and so get out of the danger area" . That really explains a clearer cause of certain danger of women on roads than men. Most women are nervous riding a bike and can be another factor too. Males are more confident and aware about traffic signs. According to Marian Louise Noonan, 32, from south London, his husband is aggressively aware about traffic signs when cycling and makes sure that he is in a safe position if someone hits him.
The government should really have policy for intense protection for women on the road. If taken much actions, there will be much less accidents involving women.
